Help with house training my older puppy

I purchased a 6 month old mini poodle puppy from a local pet store. I have not been successful at house training him. Every night he sleeps in a crate. Almost every night he pees in the crate. During the day he plays outside with our other dog. My goal is to have him inside as much as possible but unless our inside visit is VERY brief he will pee on the carpet. I have crate/house trained our other dog so I know it is possible. My fear is that because our new pup was in a pet store for the 1st few months of his life he may never learn that "you don't pee where you sleep". I would love ANY advice.
